P71 - SECTRANS

Safer and more secure transportation of dangerous goods by road and rail in the African Atlantic Façade.

15% of global traffic, all products and all modes of transport combined, concern hazardous materials. They provide fuel for boilers, fill the tank of gasoline cars, to manufacture industrially millions of pieces for everyday objects or hundreds of building materials, covering asphalt roads, developing new textiles, manufacturing fertilizers, treating patients, or treating drinking water and wastewater ... in a word, to meet daily needs.

The transportation of dangerous goods (TDG) concerns essentially three main product families: liquid petroleum products (75%), miscellaneous chemicals (20%) and gases (5%).

If the need for the transport of these goods is clearly essential, it is essential to control the risks.

Project 71 of the EU CBRN Centers of Excellence is coordinated by international experts, dangerous goods specialists, who have experience of products and procedures. It concerns the entire chain of safety, from the regulation to the intervention, and covers in particular the driving, the operations of loading / unloading, and transport of the goods as well as the operational procedures in the event of an accident.

Specific objectives:

• improve safety and security rules

• enhance the awareness and skills of the transport entities and their staff

• strengthen response capabilities in the face of an accident

Expected results:

• Result 1: All the elements necessary to improve the legal framework of the TDG will be made available to partner countries. The results will be the fruit of a collaborative effort, and they will accurately respond to the needs and opportunities of countries.

• Result 2: The awareness of the beneficiaries (shippers and consignees) and the level of competence of professionals (carriers, handlers, drivers ...) involved in the TDG will be increased.

• Result 3: The response capabilities to an accident involving TDG will be improved.

P71 Activities:

• Establishment of a regional TDG team, organization of regional training and training in each partner country

• Work to update the legal framework (new legal texts to be developed, creation of a TDG Committee and elaboration of a National Reference Document by partner country "NRD-TDG")

• Creation in each partner country of a directory identifying the different beneficiaries involved in TDG, setting up training, information and technical support sessions for them

• Creation of training programs and educational tools, writing of a guide of good practices, based on the document "NRD-TDG"

• Creation of an "Operational Response-TDG" working group to develop standardized intervention procedures, set up practical training on operational responses to TDG accidents including TTX and FTX
