Strengthening cross-border capacity for control and detection of CBRN substances in North Africa & Sahel.

This project is critical to address CBRN security and safety concerns from a holistic and comprehensive perspective and to capitalize on the many projects implemented in the concerned regions under the EU CBRN CoE initiative.

The global project objective is to enhance risk reduction for cross-border CBRN threats through a regional approach. The Consortium is fully convinced of the need to adopt a cross-cutting approach, not only based on the level of awareness of partner countries, but also on exchanges between regional partners. In close coordination with the EU, the consortium will take contact and maintain a close dialogue with the regional and international relevant bodies for the duration of the project and will look for possible synergies.

Our consortium will provide expertise on :

• Legal assessment and the formulation of a regional legal framework to consolidate the overall legal architecture & technical capabilities dedicated to first responders

• Border control services to prevent and respond to a CBRN incident, based on best practices

• Inter-agency procedures and cross-border cooperation

• Regional and European human resources’ inputs will constitute the main basics for any effective collaboration at an international level

The key strengths and added values of our consortium are:

• Strong experience of our experts with governmental inter-agency approach and views from different angles in all the fields of CBRN risk mitigation & border control, including risk analysis, evaluation and treatment: import/export and transit/transhipment controls; prevention of illegal use or misuse of CBRN materials: CBRN waste management: non-proliferation of WMD and arms controls: protection of CBRN material/facilities/transportation: emergency response organization and procedures: investigation and prosecution: capacity building, training and exercise design and management.

• Direct implementation of the previous and on-going projects of reference mentioned in the ToRs with proved efficiency and capacity of delivering.

• Capacity to analyze efficiently the legal framework in each of the partner countries with the use of national experts with the grasp of the local context and background & to develop the best and comprehensive catalogue of international obligations and recommendations.

• A “result-oriented” approach to guarantee concrete sustainable actions and capacity building continuity via the active participation of local beneficiary country-based representatives. The consortium suggests therefore a Regional Kick Off Seminar in the NAS Region to involve the local stakeholders’ representatives from the project start-up to the closure.

• The use of efficient and effective tools and methodologies already applied to similar work, for on-site missions, needs assessments, risk &gap analysis, key impact indicators, national response plans.

• The experience in need assessment and programme preparation through similar projects already performed by Expertise France during the exploratory phase of the CBRN risk mitigation Centres of Excellence (CoE) through the Expert Support Facility of the Instrument for Stability (IfS) and the members of the consortium.
